Payment Policies

Payment of all tuition, student fees, and insurance (malpractice) is due at the time of registration.

North Carolina residents who are 65 years of age or older shall be exempted from the payment of curriculum tuition and continuing education registration fees.

Tuition for dual enrollment students has been waived. This is the result of Section 88 of Senate Bill 44, (1989 General Assembly), which states "High School students enrolled in a community college in accordance with G.S. 115D-20(4) and G.S. 115-D-5 shall be exempt from tuition for community college courses taken in accordance with these two sections."

Outstanding Charges or Loans

No student will be permitted to enroll in any program if he/she has charges due to the College from previous enrollments. Charges due may include, but are not limited to, overdue library books or telecourse tapes, parking tickets, outstanding loans, etc

Residency Status

To qualify for in-state tuition, a legal resident must have maintained his/her domicile (one's permanent dwelling place of indefinite duration) in North Carolina for at least the 12 months immediately prior to his/her classification as a resident for tuition purposes. In order to be eligible for such classification, the individual must establish that his/her presence in the State during the 12-month period prior to enrolling was for the purpose of maintaining a bona fide domicile rather than for purposes of mere temporary residency incident to enrollment in an institution of higher education. The burden of establishing other facts which justify classification of a student as a resident entitled to in-state tuition rates is on the applicant.

All questions regarding residency for tuition purposes should be directed to the Director of Admissions and Registration, Leonard Mansfield in C101. International students, depending on visa classification, may not be eligible for North Carolina residency status and in-state tuition.

Regulations concerning the classification of students by residence for purposes of applicable tuition differentials are set forth in detail in A MANUAL TO ASSIST THE PUBLIC HIGHER EDUCATION INSTITUTIONS OF NORTH CAROLINA IN THE MATTER OF STUDENT RESIDENCE CLASSIFICATION FOR TUITION PURPOSE. Manuals are available in the library and the Registration Center, Building C, Room C101.

Residency Classification Appeals Procedure

Students wishing to appeal their residency classification may do so by written petition to the Dean of Student Services within ten days of their initial classification. The Dean of Student Services, the Vice-President of Instruction and Student Services, and the Vice-President of Finance and Operations (or designee) will serve at the Institutional Residence Classification Appeals Committee.

A hearing date will be set within a reasonable time and the student notified in writing. The student may present additional information at this hearing in person or by written statement.

A student wishing to further appeal a decision of the Institutional Committee may do so by indicating in writing to the Dean of Student Services within ten days. The Dean will then assist the student in making appeal to the State Residence Committee.

Tuition Refunds

  • Curriculum Courses
    • Withdrawing from a class(es) and requsting a refund is a two step process:
      • Officially withdrawing from a class in the Registration Center - AND
      • Requesting a refund with the College Cashier
    • refund shall not be made except under the following circumstances:
      • A 75% refund will be made upon request of the student if the student officially withdraws from the class prior to or on the official 10% point of the semester.
      • For contact hour classes, 10 calendar days from the first day of the class is the determination date.
      • To comply with applicable federal regulations regarding refunds to individuals or groups, federal regulations will supersede the state refund regulations stated in this rule.
      • A pre-registered student who officially withdraws from a curriculum class prior to the day the semester begins will be eligible for a 100% tuition refund, upon request
    • Refunds will be made by check and will be available four to six weeks after the last day of registration.
    • Refunds for students who charge their Pell Award for tuition/fees/books will be in the form of a credit to their charges.
    • Student fees and vehicle registration fees are not refunded unless a class fails to develop. In such cases, they shall be refunded in full.
  • Occupational Extension Courses
    • Refund shall not be made except under the following circumstances:
      • For classes that are scheduled to meet four times or less, a 75% refund shall be made upon the request of the student if the student officially withdraws from the class on the first day of the class.
      • For classes that are scheduled to meet five or more times, a 75% refund shall be made upon the request of the student if the student officially withdraws from the class prior to or within the official 10% point of the class.
      • For contact hour classes, 10 calendar days from the first day of the class is the determination date.
      • A pre-registered occupational extension student who officially withdraws from a class prior to the first day of the class will be eligible for a 100% refund upon request.
    • In order to be eligible for a refund, the student must complete an official with withdrawal form and the withdrawal form must be received in the Continuing Education office prior to the deadline.
    • At the time of official withdrawal under this policy, the College shall notify the student of a refund.
  • Community Service Courses
    • Registration fees for Community Service or Self-Supporting courses are not refundable.
