Notary

In North Carolina, a Notary Public is an impartial witness who verifies identities, prevents fraud, and ensures the integrity of legal documents. Their duties include administering oaths and affirming statements. Electronic Notaries (e-Notaries) extend these responsibilities to digital transactions, maintaining the same standards of security and authenticity.

Course Information

This course is designed to provide instruction to individuals who want to become commissioned as a Notary Public. Topics include legal, ethical, and procedural requirements of the Notary Act. Upon completion of this course with a passing exam grade of 80%, a person is eligible to make an application with the NC Secretary of State office.
 

FEES:

  • Registration: $70.00
This course provides instruction to individuals who want to become commissioned as an electronic notary. Topics include legal, ethical, and procedural requirements of Notary Act set forth in the General Statute 10B Article 2. Upon completion of this course with a passing exam grade of 80%, a person is eligible to make an application with the NC Secretary of State office.

  • Registration: $70.00

REQUIREMENTS:

  • Must have current notary commission to participate in E-notary training.

New Textbook Requirement

New Manual Update from the Secretary of State’s Office:

North Carolina law requires all notaries to obtain the most current version of the Notary Public Manual, which is now the 2026 edition. The Secretary of State’s office will begin enforcing this requirement starting with new notary applicants, renewal applicants, and electronic notary applicants, each of whom must certify in their application that they possess the most recent manual.

The 2026 Manual is now required for both the Notary Public Course and the Electronic Notary Public (e-Notary) Course.

Currently, the new manual is not in stock in the Wilson CC Bookstore, but you can go to the UNC Bookstore to purchase the 2026 manual. We hope to have the manuals in our bookstore by the end of April.

Transition Guidance
  • You are allowed to attend the course using the 2016 edition, if already purchased.
  • You must obtain the 2026 Manual before submitting your notary or e-Notary application to the Department (applications must be submitted within three months of the exam date).
  • You will be required to include a signed copy of your purchase receipt for the 2026 Manual with your application. (Students must sign the receipt)

We acknowledge that you may inadvertently purchase both editions during this period. While regrettable, the scale and timing of this transition made such instances difficult to avoid.

Your instructor will explain the transition and all details associated with this during your class on Monday. We look forward to seeing each of you.
